About the Artist


This Altoona native’s passion for oil painting shines through the many landscapes, portraits and depictions of historical buildings that she creates. Although art has always been a part of her life, Billie was taught by a painting teacher, Thelma Gagermeier, for ten years and considers her to be an inspiration. Billie now has opened her own studio and passes on her knowledge and talent to others. Over the years, she has taken part in many exhibits and special projects, but she now has acquired a new love of teaching and hopes to obtain even more students in the future.
